YOUR telegram No. 113 of 28th July: Opium.

Peking, August 3, 1911.

I duly conveyed substance of your message to Wai-wu Pu, and also to Viceroy of Canton, through His Majesty's consul-general.

Wai-wu Pu now inform me that they have received a telegram from Viceroy stating that, in compliance with Imperial decree, he has issued orders for discontinuance of levy.

I have asked that Viceroy should formally notify consul-general of its discontinuance, and give him an assurance that it will not be renewed, as a condition precedent to consideration of question of prohibition by provinces.

MY telegram No. 170 of 3rd August: Anti-opium [group undecypherable].

Peking, August 3, 1911. Viceroy of Canton has officially notified consul-general of abandonment of scheme. In acknowledging the communication, the consul-general will convey sense of your telegram No. 113 of 28th July. Viceroy has complied with bad grace, and consul- general considers that, failing adequate guarantees in connection with article 3, local vexations infringing article 7 will be certainly renewed.
